I wish I had the time to go dig up the material, but Simone Bouvier during her travels in China soon after liberation observed several village and county level consultations which she wrote up, with some comments along the line of as long as the CPC kept doing it then there was no chance of the USA/KMT, or any combination of foreign powers asserting dominance over China.
